If a department overrules the community procedure, Nobi follows the department’s procedure instead. Nobi may then call other phone numbers than you expected.
Housing units do not have a procedure of their own. They follow their department’s procedure, or the community procedure if the department does not overrule it.
To check which procedure is used, go to the Procedure tab of Escalation flow and look at Department level modifications. Departments that overrule the community are listed first.
